My Name is David Winter and I am the Assistant Development director for Watkin Property Ventures.
I supervised the construction process of the new cricket pavilion on behalf of the cricket club Committee.
I would highly recommend MacLennan Construction for any further schemes that you may offer as their knowledge and commitment towards our project was commendable.
Their work included the demolition, design, construction and completion of a new cricket pavilion including all drainage, services and external works to the value of £754 000.00.
MacLennan Construction performed exceptionally well to deliver this project on time even though they experienced a multitude of issues along the way (including Covid and lockdown).

Re: Completion of 8 new-build homes on contract & in budget by MacLennan Construction Ltd
The contract sum was for £935.602.36 with a 3% retention value to cover the Warranty Guarantee period for a further 12 months period
The type of contract used was JCT Design & Build 2016. This option was based on the financial value and which allowed the Developer to have design responsibility, whilst utilising their professional construction expertise to add further value to the scheme.
The scheme requirement was for to design & build four number three-bedroom houses and four number one-bedroom Apartments. As this new build scheme was partially funded by Social Housing Grant, the monthly applications for payment and H&S CDM requirements were overseen by a Chartered Quantity Surveyor, who provided monthly inspections, valuation certification guidance
The Contract had to meet Welsh Government standards, it achieved the following criteria:
During the contract other General requirements included Target Training & Recruitment (TR&T).
MCL as the Developer easily achieved and exceeded their contract target and notably exceeded these by the employment and retention of apprenticeship trainees during the contract period.
As for performance indicators the contract included Community Benefits (CB’s). These CB’s were achieved and recorded as part of Welsh Government grant requirements. MCL exceeded these requirements through adding their own professionalism and generosity. This included Safety improvements to the Highway and Safety features being added to upgrade a footpath to a public open Space and Amenities area, Adding additional parking near the school amongst other things.
Delivery of Contract was to my satisfaction and that of the Clerk of Works. It was within the time expected as MCL as the Contractor were continually showing extra detail for quality, construction knowledge and as a Chartered Construction Management Company their personal continuous professionalism throughout, this professionalism is probably their hidden quality, without them having to imply it. An example of this was achieving all statutory adoption requirements and dealing with all utility providers promptly and avoiding delay, including during a period under Welsh Government imposed Covid-19 restrictions.
Other qualities, although expected are that MCL have always responded promptly and sympathetically to call outs under their warranty period. They have always responded on time. And always displayed a professional ability to deal discreetly & sympathetically with all types of tenants.
I would be pleased to see MCL deliver other newbuild schemes for us and would recommend them as a Chartered Construction Management Company, but who are seen with a strong local connection.

- Design Quality Standards (DQR) for Architectural design, Heating systems, Safety, layout, furniture spacing, garden areas
- Lifetime Homes (LTH) Level access, provision of through floor lift design requirements, Safety, Approach Lighting, ground floor wheelchair access shower rooms, door widths
- Secure By Design (SBD) at the Gold Standard was successfully earned for robustness, scheme dusk till dawn lighting, front and rear railings and fencing heights, overlooked parking bays, Armoured garden sheds, Standards of locks and glazing on all doors and windows.
- National House Building Council (NHBC) Buildmark 10 Year Insurance Warranty. Warranties on Electric Showers, Grade A efficiency Heating Boilers were received separately along with Manufactures Registration and Commissioning certificates
- Highways S.104, S.38, All adoption standards where met with warranty agreements
- Local Authority Building Control (LABC) Certificate of inspection/Completion of Work, was recorded for each dwelling.
- Energy Efficiency Certification (EPC’s) where all achieved for each individual dwelling, and included other certification as for Sap, Sound, & Air testing. All to a Good standard.
- Planning Approval Certification and full proof of Discharge of all Planning conditions was received from LA Planners on completion
